It has come to our attention that some people have had problems with the streaming video of the town meetings. Hopefully, this text will answer any questions.
The videos, starting with the February town meeting was streaming, without the need to download, then watch. As a consequence of streaming, the video may seem to stop and start many times during the video playback. This is is due to the size of video files. It needs to buffer the playback.
The video is too large to download and playback all at once, so what the web browser does is it downloads a portion of the video file, then while it is playing back the video, downloads more of the video while you are watching. When it reaches the end of what has been downloaded, the browser has to download more video (or buffer more video) so that playback may continue.
Thus, a start/stop effect is created. The frequency and length of pauses in the video depend on the speed of your Internet connection.
